Bluewater Family Support Services
Providing structured, family-based foster care and support for children and youth who need stability, predictability, and emotionally safe homes.
About Bluewater Family Support Services
Bluewater Family Support Services provides structured, family-based foster care and support for children and youth who require stability, predictability, and emotionally safe caregiving environments.
Our work is grounded in trauma-informed, least-restrictive practice and focuses on supporting both children and caregivers through clear expectations, consistent training, and coordinated team support.
Our Programs
Bluewater offers multiple foster care programs to meet the needs of children and youth at different stages and levels of support. Some programs are well-established, while others — such as CARES — are being introduced in planned phases to ensure clarity, safety, and sustainability.
The Needs of Children We Serve
Children supported by Bluewater Family Support Services often arrive with the cumulative impact of early adversity, disrupted relationships, and chronic stress. Their behaviours reflect efforts to stay safe in environments that have not always been predictable or secure.
Safety & Predictability
Consistent routines, clear expectations, and calm adult responses help children experience safety in both their bodies and their surroundings.
Emotional Regulation
Many children struggle with overwhelm and reactivity. They benefit from adults who can remain steady and help them regulate through connection.
Attuned Relationships
Healing happens in relationship. Children need caregivers who notice, respond, and repair rather than relying on punishment.
Supportive Boundaries
Clear, compassionate boundaries create a sense of safety without relying on control, fear, or escalation.
Patience With Progress
Change is often gradual and uneven. Bluewater emphasizes realistic expectations, curiosity, and attention to small but meaningful gains.
Team-Based Support
Children do best when caregivers are supported by training, consultation, and coordinated follow-through — not left to manage alone.
The Role of Foster Parents at Bluewater
Foster parents working with Bluewater Family Support Services are not expected to be therapists or clinical experts. Their role is to provide a safe, predictable, and emotionally supportive home — within a model that emphasizes training, guidance, and shared responsibility.
Provide Emotional Availability
Foster parents help children feel seen and supported by remaining present, responsive, and emotionally steady — especially during difficult moments.
Create Predictability & Structure
Consistent routines, clear expectations, and thoughtful transitions help children feel safer and more grounded in daily life.
Model Calm & Self-Regulation
By staying regulated during moments of stress, caregivers help children learn that big emotions can be managed without fear or escalation.
Build Connection Through Everyday Life
Shared meals, ordinary activities, and moments of repair build trust and strengthen relationships over time.
Support Growth at a Realistic Pace
Progress is often gradual and uneven. Foster parents are supported to focus on small, meaningful gains rather than quick outcomes.
Work as Part of a Coordinated Team
Caregivers are supported by training, consultation, respite, and reliable communication — and are never expected to manage challenges on their own.
Training & Support at Bluewater
Bluewater Family Support Services is committed to preparing and supporting foster parents throughout their caregiving journey. Training, guidance, and ongoing communication help caregivers feel confident, informed, and supported as part of a broader care team.
Foster Parent Training
Foster parents receive foundational training focused on child development, trauma awareness, routines, safety, and relationship-based caregiving within family homes.
Ongoing Guidance & Learning
Learning continues beyond onboarding. Foster parents have access to ongoing education, resources, and opportunities to build skills and understanding over time.
Supportive Communication
Clear communication and shared planning help foster parents understand expectations, navigate challenges, and feel connected to the broader support network.
Collaborative Team Approach
Foster parents work alongside agency staff and community partners, with coordination and consultation supporting thoughtful decision-making.
Caregiver Well-Being
Bluewater recognizes that supporting children starts with supporting caregivers. Foster parents are encouraged to prioritize balance, sustainability, and self-care.
Program-Specific Supports
Additional training and supports may be available within specialized programs, such as CARES, as they are introduced and developed.
