Foster Care

Family-based foster placements for children and youth who require a safe, stable home environment with professional oversight and ongoing support. Caregivers are trained, supervised, and supported by Bluewater staff.

CARES Program

CARES (Compassionate and Resilient Emotional Support) is a trauma-informed foster care model currently being introduced. The program adds structured coaching, child-centered support, and caregiver training for children with complex emotional and relational needs.

How We Match Children to the Right Program

Bluewater does not use a one-size-fits-all approach. Program placement is based on a child’s needs, strengths, and capacity for family-based care — alongside the structure and level of support required to keep placements stable and safe.

Needs, Not Labels

Decisions are guided by day-to-day functioning, emotional regulation, relational needs, and supervision requirements — not by diagnosis alone. Behaviour is viewed as communication, not character.

Caregiver Capacity & Support

We consider the experience, availability, and support needs of foster caregivers. The goal is to match families with the right level of training, coaching, and backup — not set them up to manage alone.

Planned, Flexible Placement

Program placement is intentional and reviewed over time. As a child’s needs change, supports can be adjusted — including moving between programs when appropriate and safe.

Training & Support Across All Programs

Every Bluewater program is built on the same foundation: prepared caregivers, clear expectations, and reliable support. Foster parents are never expected to manage complex situations alone — regardless of the program they are part of.

Structured Training & Preparation

Foster parents receive program-specific and trauma-informed training focused on safety, regulation, routines, and relationship-based care — before and throughout placement.

Ongoing Consultation & Coaching

Caregivers have regular access to consultation, problem-solving support, and guidance to adapt strategies as children’s needs change over time.

24/7 On-Call & Planned Support

Bluewater provides dependable after-hours support, clear communication pathways, and planned respite to support sustainability and placement stability.
