Initial Referral
Partners submit a referral with available background information, allowing for an initial review of needs, context, and service alignment.
Information Review
Bluewater reviews referral materials collaboratively, identifying strengths, considerations, and support requirements to inform decision-making.
Capacity & Fit Assessment
Placement suitability is assessed based on caregiver capacity, environmental supports, and the child’s needs — prioritizing stability.
Placement Planning
When appropriate, Bluewater works with partners to coordinate timelines, expectations, and communication to support a smooth transition.
