Prepared Caregivers

Bluewater’s approach is built on shared responsibility. Caregivers focus on consistency, presence, and relationship, while the organization provides training, consultation, and direct child-focused support through programs such as CARES.

Decision-making is collaborative. Challenges are discussed openly. Foster parents are never expected to manage complex situations in isolation, and support is adjusted as needs change.
